ApprenticeshipProgram Roofers\'apprenticeshipprogramsareasubjectofrenewedinterestt hroughoutthecountry.AlthoughweknowofnorealapprenticeshipprogramsintheareaservedbyMRCA,weareconfidentthatmany ofourmemberswillberequestedtoparticipateinapprenticeship programswithinthenextfewyears.Theonlyapprenticeshipprograms activelyoperatingatthepresenttime,ofwhichwehavepersonal knowledge,areintheNewOrleansareaandtheCarolinas . Frommanagement\'spointofview,agoodapprenticeshipprogram couldprovidesomeverypositivebenefits.Astheroofingindustry becomesmoremechanizedtheneedfortrainedemployeesbecomesmore evident.Justaseveryotherconstructiontrade,theroofingindustry needstoattractemployeesofgoodcharacter andindustryand totrainsuchpersonsinordertoimprovethequalityofthecontractor \'s product.A goodapprenticeshipprogramisameansto thisend. Inaddition,anapprenticeshipprogrammeetingU.S.standardswould eliminatethetroublesomerequirementoflistingtheroofer\'shelper catagoryandrateonall governmentconstruction.Somecontractors havebeencaughtshortonthisrequirement,andhavebeenrequired topayjourneymanscaletohelpersworkingongovernmentjobs.
