T
he MRCA Signatory Contractors 
Council hosted their annual 
SCC Summit on March 23rd in 
Chicago, Illinois. Signatory contractors 
from across the region convened 
for a half-day session packed with 
information specific to their unique 
labor relations challenges. The 
event was led by Christina Wernick, a partner at 
Laner Muchin, Ltd.. Laner 
Muchin is a top firm in 
the field of labor relations 
and collective bargaining. 
Wernick has been featured 
at many of the national 
bargaining conferences 
and is quickly becoming 
THE go to labor attorney for 
signatory contractors in the 
construction industry. 
Wernick presented the 
session “Knowing Your 
Labor Law Guiderails” and then she was joined 
by her colleague, Megan Wilkes, to present 
“Survival Strategies for Signatory Contractors”. 
John Quanstrom, Executive Director of the Sheet 
Metal and Roofing Contractors Association of 
Minnesota, North Dakota and South Dakota offered 
a session on negotiating paid time off in collective 
bargaining agreements. Valerie Pope of the Roofing 
Contractors Association of Central Ohio led a 
discussion of new employer tracking requirements 
on overtime in the OBBBA and the difference 
between overtime in the CBA and Federally 
recognized overtime.  The day wrapped up with an 
open discussion of the current status of the Federal 
Mediation and Conciliation Service, Construction 
Labor Research Council tools, the Mike & Mike on 
the Fringe Library, and the SCC CBA/Wage Rate 
Portal.

application, $100 fee, and photos 
must be included for every project 
submitted. Companies are permitted 
to submit more than 1 project in either 
category.
