From1967to1972heservedasChiefofthe MaterialsandCompositesSection andwasresponsibleforanumberofprogram areasinvolvingthechemistry,performanceanddurabilityofbuilding materialsandsystems.Mr.Cullenisthe authorof numerousreportsandpapersespeciallyintheareasofroofing,waterproofingandbituminousmaterials. In 1965Mr.Cullen waselectedaDepartmentofCommerceScienceandTechnology Fellow andduringthisassignment,servedonthestaff oftheDirectorofthe U.S.WeatherBureauforoneyear,studyingtheimpactof weatheronthe constructionindustry. In November1975,hewastherecipientoftheNationalBureauofStandards' EdwardBennettRosaAwardforhisoutstandingachievementsinthedevelopment of meaningfulandsignificantstandardsofpractice. In October1968 hereceivedtheSilver MedalAwardofthe DepartmentofCommerce formeritoriousfederalservicein advancingthetechnologyofroofing.In November1972,the MidwestRoofingContractorshonoredMr.Cullen withthe JamesQ.MccawleyAwardforhisoutstandingservicetotheroofingindustryof theUnitedStates.In 1974hewastherecipientofthe RoofingIndustry's most prestigiousaward,theJ.A.PiperAward,fromtheNationalRoofingContractors Association. Mr.Cullen hasbeenamemberof ASTMsince 1956andfrom1962to1968served asChairmanofCommitteeD8onBituminousandOtherOrganicMaterialsfor Roofing,WaterproofingandRelatedBuildingorIndustrialUses.Healsoserved asChairmanof ASTMCommitteeonTechnicalCommitteeOperations,astanding committeeoftheBoardofDirectors. ,HewasalsoamemberoftheSociety's CommitteeonStandards.In 1973he washonoredwiththeASTMAwardof Meritand namedafellowintheSociety. Heis apermanent memberoftheInternationalUnionofTesting andResearch LaboratoriesforMaterialsandStructures(RILEM)andservesasChairmanof RILEMTechnicalCommittee27-EVSonEvaluationofExternalVerticalSurfaces.
